- City manager Greg Burris said one in every four people lives below the poverty line in Springfield.
- He said the northwest quadrant is the most impoverished part of the city.
- In an effort to reduce high poverty rates, the city created a program called Zone Blitz. This program targets a single quadrant of Springfield for 18 months. During that time, the city collaborates with people in the community to find ways to reduce poverty.
- Another important part of the solution is education. Burris said it is important to have “open access public education”.
